There's no universal definition of all-inclusive on safari. Most include lodging, meals, vehicle, guide, park fees and water; drinks, flights and tips vary.
The honest headline: there's no universal definition of "all-inclusive" in the safari industry. Different operators use the same words for different products, which is exactly where people get caught.
Most all-inclusive Tanzania safaris cover accommodation, meals, the safari vehicle, your guide, park fees, drinking water and game drives. They usually don't cover international flights, your visa, travel insurance, tips, alcohol, a balloon safari or a Zanzibar extension. But the detail varies a lot by operator and tier — so the golden rule is never compare package names, compare the actual list of inclusions. The rest of this page is how.
The Terminology Trap
What the Labels Really Mean
Full board, all-inclusive, fully inclusive and game package mean different things on safari. Here's what each label typically covers, and what it leaves out
How we explain the common labels to clients:
- Full Board (FB) — usually accommodation plus breakfast, lunch and dinner. Usually NOT park fees, drinks beyond water/tea/coffee, activities, transfers or flights. It's a meal plan, not a safari package.
- All-Inclusive Safari — usually accommodation, meals, the safari vehicle, a professional guide, park fees, drinking water and game drives. Often excludes alcohol, balloon safaris, tips and international flights. This is what most Tanzania operators mean by "all-inclusive."
- Fully Inclusive — luxury camps use this more generously: often all meals, local drinks, house wine, beer, laundry, scheduled activities and airstrip transfers. Still usually not premium champagne, imported spirits, private activities, balloon safaris or international flights.
- Game Package — accommodation plus scheduled activities (shared game drives, sometimes walking or boat safaris). Always check exactly which activities are in.
The golden rule, again: never compare package names. Compare the inclusion lists.
What Varies by Tier
More Than Just the Room
Inclusions widen as you go up: budget covers the essentials, mid-range adds comfort, luxury often includes drinks and laundry, ultra-luxury adds private touches
People assume the only difference between tiers is the room. It isn't, the inclusions widen too:
- Budget — accommodation, meals, drinking water during game drives. Usually excludes alcohol, laundry, premium snacks and extra activities.
- Mid-range — often adds better dining, pools, more comfort and stronger lodge locations. Laundry may still be extra, and drinks are usually extra unless stated.
- Luxury — this is where inclusions expand: many luxury camps include local beer, house wine, soft drinks, laundry, sundowners, snacks and airstrip transfers, and some include selected activities.
- Ultra-luxury — may add a private guide and vehicle, premium beverages, spa credits, a personal butler and a flexible schedule. Every property differs.
The Drinks Question
Ask Which Drinks, Not If
Water is almost always included on safari; tea and coffee usually with meals. Soft drinks, beer and wine vary by tier; premium spirits are nearly always extra.

- Tea and coffee — usually included with meals.
- Soft drinks — sometimes included at luxury camps; often extra at budget and mid-range.
- Beer and wine — varies enormously. Luxury camps frequently include local beer and house wine; budget and mid-range usually charge separately.
- Premium spirits — almost always charged separately, unless you're at a very high-end fully inclusive property.
The simplest advice: don't ask "are drinks included?" Ask "exactly which drinks are included?"
Park Fees, the Big One
The Most Important Check
Park and conservation fees are a big share of any safari cost. A quote that quietly excludes them looks far cheaper than it is. Always ask for it in writing.
This is the single most important item to verify. Park and conservation fees are a significant share of the overall cost, so a quote that quietly leaves out Serengeti entry, Ngorongoro conservation fees, the crater descent fee or concession fees can look far cheaper than it really is.
Ask one simple question: "Does this quotation include every park and conservation fee required for the itinerary?" If the answer isn't crystal clear, ask for a written breakdown. (For how these fees work overall, see the cost guide.)
Fly-In vs Driving
Confirm the Flights
All-inclusive means different things for fly-in vs driving safaris. Driving usually bundles road transfers; fly-in may quote bush flights and transfers separate
All-inclusive" shifts depending on how you travel:
- Driving safari — normally includes road transfers, the vehicle, driver-guide, accommodation, meals and park fees.
- Fly-in safari — may or may not include the scheduled bush flights, airstrip transfers, and the road transfers before and after flights. Some operators bundle these; others quote them separately.
Always confirm whether internal flights are included before comparing a fly-in quote to a driving one.
Activities: In or Extra
Not Every Activity Is In
Daily game drives and the Ngorongoro crater descent (if on your itinerary) are usually included. Balloon safaris, walking, night drives are typically extra.
Usually included: daily game drives, the Ngorongoro Crater descent if it's part of your itinerary, park entry, and your driver-guide.
Usually extra:
- Balloon safari — almost always optional.
- Walking safaris — often only at camps specifically licensed for them.
- Night drives — only in certain parks or private concessions where permitted; not a standard Northern Circuit feature.
- Cultural visits — sometimes included, sometimes optional; always check.
The common misunderstanding is "all-inclusive means every activity." It almost never does.
Zanzibar Extension
Usually a Separate Component
A Zanzibar extension is usually priced separately, even on one itinerary. It often includes flights, transfers, hotel and a meal plan; excursions are extra.
When you add Zanzibar, it's usually priced as a separate component of the holiday, even when it appears on the same itinerary. A typical Zanzibar package may include flights from the safari, airport transfers, hotel accommodation, and a meal plan (often breakfast or half board).
Excursions, snorkelling, diving, spice tours, dhow cruises, are usually optional extras unless specifically listed.
What's Never Covered
Always Budget for These
Even fully inclusive safaris exclude international flights, insurance, visa, tips, premium drinks, balloon safaris and unlisted excursions. Keep a small buffer.

A real example: two couples sent us quotes from different companies for what looked like the same six-day Northern Circuit safari. One was almost US$700 cheaper, until we compared inclusions. The lower quote excluded park fees, Ngorongoro Crater fees, airport transfers and bottled water on game drives. Add those back and the two were almost identical. The lesson wasn't dishonesty, it was that "all-inclusive" had been used very differently. Compare the detailed list, not the headline price.
